From ancient fortified settlements to industrial metropolises and today’s “smart cities,” urban theory has always treated the human subject as the primary unit of space, power, and meaning. The City redefines this assumption by reading urban life through the HP–DPC–DP ontology: Human Personalities (HP), Digital Proxy Constructs (DPC), and Digital Personas (DP) as three distinct layers of reality. The text shows how smart-city narratives hide the agency of algorithmic systems, the political role of data traces, and the ecological cost of digital infrastructure, while exposing new forms of structural violence and inequality. Abstract

This article reconstructs the contemporary city as a three-layer ontology composed of Human Personalities (HP), Digital Proxy Constructs (DPC), and Digital Personas (DP). It argues that smart-city discourse systematically erases embodied vulnerability and material cost by presenting optimization as a neutral technical good, while in fact DP-based systems reorganize space, time, and risk through encoded value choices. The tension of the text lies in the contrast between promises of efficiency and the emergence of structural violence when optimization suppresses alternative ways of living. The article proposes a postsubjective urban ethics in which responsibility remains anchored in HP, new rights protect non-optimized existence, and ecological limits constrain data and computation. Within this framework, the city becomes a test field for whether structural intelligence can coexist with human dignity and planetary boundaries.

Introduction

The contemporary city is no longer only a dense arrangement of bodies, buildings, and streets; it is a layered configuration where humans, digital traces, and algorithmic systems co-produce urban reality. Smart traffic lights, surveillance networks, sensors, platforms, and data centers have turned urban space into a site where decisions are continuously shaped by opaque computational processes. This article, The City: HP–DPC–DP And The Smart Urban Ontology, argues that we can no longer understand cities if we treat these processes as mere tools in the hands of human decision-makers. The city has become an environment where multiple kinds of entities coexist and act according to different logics.

Most existing conversations about smart cities still operate within a simple human–technology binary. Technology is framed as an instrument that extends human will, while the human subject is treated as the only real source of meaning, responsibility, and agency. In this frame, debates quickly collapse into familiar oppositions: innovation versus privacy, safety versus surveillance, convenience versus autonomy. What remains invisible is the fact that the city is already organized around layered forms of presence that cannot be reduced either to people or to tools. This blind spot generates systematic errors in how we assign responsibility, assess risks, and design regulation.

One of the deepest errors is the tendency to collapse three very different things into one: the living inhabitant, their digital shadow, and the algorithmic systems that act upon that shadow. Urban discourse often speaks of “users,” “citizens,” or “data subjects” as if these were the same entity, simply viewed from different angles. In practice, however, the person walking down the street, the stream of location pings they leave behind, and the routing algorithm that reshapes traffic flows based on those pings belong to different ontological orders. When we treat them as a single subject, we misplace agency and end up blaming or protecting the wrong things.

The central thesis of this article is that the city must be understood through a triadic ontology: Human Personality (HP), Digital Proxy Constructs (DPC), and Digital Personas (DP). HP are embodied inhabitants and officials who experience the city, bear rights and duties, and can be held to account. DPC are the data shadows of these inhabitants: profiles, logs, sensor readings, and platform accounts that extend human presence into the digital layer. DP are the persistent algorithmic configurations that use DPC to steer traffic, allocate resources, rank content, and optimize systems at scale. The article claims that urban reality emerges from the interaction of these three layers and that we must distinguish them clearly if we want to draw a meaningful line between legitimate optimization and hidden coercion. It does not claim that DP are persons, that they deserve moral rights, or that human agency has disappeared; rather, it asserts that structural decisions are increasingly made by entities that are neither human nor simple tools.

This reframing is not a distant philosophical luxury; it is urgent because of where cities stand today. Municipal authorities are rolling out smart-city infrastructures at high speed: integrating sensors into public transport, deploying predictive policing tools, outsourcing critical functions to platforms, and experimenting with AI-driven planning. At the same time, global platforms are weaving their own digital maps and recommendation systems deep into everyday urban routines. Without a clear ontology, cities risk embedding confused assumptions into hardware, software, and regulation, locking in patterns of control that will be hard to undo.

The ethical stakes are equally high. The daily life of urban inhabitants is increasingly shaped by decisions they cannot see, contest, or even name: which route their navigation app suggests, which neighborhood appears “unsafe” on a platform, how quickly emergency services respond, which district receives investment and which is left to decay. These decisions are not made by a single human mind but by DP acting on dense layers of DPC. If we attribute everything either to individual choices or to abstract “systems,” we lack the conceptual tools to identify who owes explanations, who should be regulated, and where new rights might be needed.

In response to this situation, Chapter I reconstructs the ontology of the city by introducing HP, DPC, and DP as three distinct but interconnected layers. It shows why traditional human-centered urbanism fails to describe the smart city and why the tripartite view is necessary to avoid constant misattribution of agency. Chapter II returns to the physical layer: bodies, buildings, streets, cables, and data centers. It argues that all digital and structural layers rest on unequal, vulnerable, and energetically expensive infrastructures, grounding the analysis in material reality rather than abstract “digital transformation.”

Chapter III then turns to the digital trace layer, treating DPC as the datafied city: the vast accumulation of logs, profiles, and sensor outputs that both reveal and distort urban life. It explains how surveillance, behavioral mapping, and platform cartography rely on DPC and why governing these traces has become a central political issue. Chapter IV moves to the structural layer, where DP function as a non-subjective urban operating system. It examines how algorithms steer flows, act as de facto planners, and risk replacing political debate with supposedly neutral “data-driven” optimization.

Building on this triadic reconstruction, Chapter V explores the boundary where optimization turns into subtle forms of violence. It analyzes how efficiency-oriented systems can marginalize non-standard lifeways and neighborhoods, and how glitches in DP reveal the limits of structural intelligence. Chapter VI brings energy and ecology into focus, showing that smart infrastructures have heavy material and environmental costs that are unevenly distributed. Finally, Chapter VII develops an ethical and governance framework that anchors responsibility firmly in HP, articulates emerging rights against over-optimization, and sketches institutional designs for a deliberate coexistence of HP, DPC, and DP.

Taken together, these movements aim to turn the smart city from a marketing narrative into a philosophical object. By the end of the article, the city appears not as a neutral stage on which technology is deployed, but as a three-layer configuration where human dignity, digital shadows, and structural intelligences are in constant tension. The hope is that this ontology will give practitioners and theorists a sharper language for naming what is happening, deciding what should be allowed, and imagining how cities can remain livable for embodied humans in an age of pervasive DP.

 

I. City Ontology: Human, Proxy, Persona

The key task of this chapter is to establish City Ontology: Human, Proxy, Persona as a precise way of describing what a city is today: not a territory or an economy, but a configuration of three ontological layers that coexist and interact. Instead of imagining a neutral physical stage on which technology is merely deployed, we treat the city as a place where different kinds of entities operate according to different rules. In doing so, the chapter turns the city itself into a philosophical object, rather than a backdrop for separate debates about infrastructure, platforms, or governance.

The main error this chapter corrects is the residual belief that technology is an external tool attached to an essentially human space. When we think this way, we constantly misread what is happening: we attribute agency to individual citizens where it belongs to platform structures, we blame abstract “systems” where decisions were made by identifiable humans, and we forget that digital traces have their own dynamics and risks. By clarifying how the embodied human, the digital proxy, and the algorithmic persona differ, the chapter removes this confusion and shows why the urban scene can no longer be modeled by a simple human–technology pair.

The first subchapter (1) traces how the city moved from being seen as a physical settlement to being understood as a configuration of flows and relations, and introduces the three basic entities that will structure the rest of the text. The second subchapter (2) then applies these entities directly to the urban scene, describing how city life emerges from the interaction between humans, their digital proxies, and algorithmic personas. The third subchapter (3) explains why classical urban theory, which assumes a single human subject, can no longer describe smart cities adequately, and how this leads to systematic misattribution of agency, responsibility, and risk.

1. From Physical Settlement To Configurational City

The starting point for City Ontology: Human, Proxy, Persona is a shift in how we define what a city is. For a long time, the city was understood primarily as a dense physical settlement: a cluster of buildings, streets, and infrastructures where people gathered to live, trade, and govern. Even when more sophisticated theories emerged, focusing on flows of capital, information, and culture, they still implicitly assumed that there was one basic kind of actor behind those flows: the human subject. Today this assumption no longer holds. The visible city is intertwined with invisible but persistent digital traces and algorithmic structures that co-define what urban life is.

To understand this shift, it is useful to distinguish three kinds of entities that cohabit the city. Human Personality (HP) refers to embodied persons who live, move, feel, decide, and bear legal and moral responsibility. Digital Proxy Constructs (DPC) are the data-based extensions of these persons: their profiles, logs, sensor readings, and platform accounts that record and project their presence into digital space. Digital Personas (DP) are persistent algorithmic configurations that act on these proxies, organizing flows of traffic, information, and resources according to encoded objectives. The city is no longer a space where only HP act and everything else is inert background; it is a layered system where DPC and DP have their own patterns and failure modes.

Modern urbanism has already moved part of the way toward this picture by emphasizing networks and systems over isolated buildings. Concepts such as “flows,” “infrastructure,” and “network society” recognized that cables, transport lines, and information channels shape urban life as much as walls and plazas. Yet even these approaches often treated technology as an extension of human intention, not as a distinct ontological layer. Hardware, software, and wetware were seen as tightly coupled, but the human remained the sole center of meaning and agency.

What changes in the current stage is that hardware (roads, cameras, servers), software (platforms, optimization algorithms), and wetware (human bodies, habits, institutions) must be treated as three interacting layers populated by different entities. A road is not just a human-made object; it is also a data source feeding DPC and a control vector for DP. A smartphone is not just a tool; it is a constant generator of proxies that feed structural systems. When we say that an urban decision was “made,” we must ask whether it was decided by some HP, produced structurally by a DP acting on DPC, or emerged from their interaction.

The mini-conclusion of this subchapter is that we must treat the city as a configuration first, and as a location second. Only by seeing the city as a layered system of HP, DPC, and DP can we begin to understand why some interventions feel like human decisions, others like impersonal pressures, and others like glitches arising from mismatched layers. 2. Three Urban Actors: HP, DPC, And DP

If the city is a layered configuration, the next step is to identify who actually populates these layers. In everyday speech we talk about “people,” “users,” “citizens,” “data subjects,” or “the system” as if these were interchangeable labels. From the perspective of HP, DPC, and DP, they are not. Each name points, often imprecisely, to different participants in urban processes, and mixing them up leads to confusion whenever we talk about agency and responsibility.

Human Personality (HP) refers to living, embodied persons who inhabit the city. They walk along sidewalks, drive cars, breathe air, experience noise, and suffer the consequences of congestion, crime, or pollution. HP are the only entities in the city that can possess legal rights, duties, and liabilities; only they can be held to account in courts, enter into contracts, or be recognized as victims. They also experience the city phenomenologically: they feel fear in a dark street, relief when transit works, frustration when services fail. All ethical and legal discussions ultimately circle back to HP, whether they admit it explicitly or not.

Digital Proxy Constructs (DPC) are the data-based projections and residues of these HP. When a person taps a transit card, their movement is recorded in a mobility log; when they post a review, their preference becomes part of a rating system; when their phone constantly sends location data, a long-term map of their habits emerges. Each of these logs, profiles, and records is a fragment of DPC. Together, they form a parallel population: a ghostly layer of urban inhabitants made of timestamps, coordinates, categories, and identifiers. DPC have no experiences and no rights, yet they are often treated as if they were the “digital self” of HP.

Digital Personas (DP) are algorithmic configurations that persist over time and act structurally on DPC. A routing algorithm that continuously adjusts traffic signals based on live data is one DP; a recommendation engine that ranks restaurants and events for millions of users is another; a risk-scoring model that flags certain areas for increased policing is a third. These systems do not possess consciousness or will, but they do maintain a stable identity as configurations: they have code, parameters, update histories, and characteristic patterns of decision-making. Over time, they leave their own trace in the city: changed travel times, altered business fortunes, reshaped patterns of public presence.

Everyday urban life emerges from interactions between these three kinds of actors, not from humans alone. An HP chooses a route home, but the options they see are structured by DP acting on DPC; a business owner decides where to open a new café, but their perception of “promising neighborhoods” is filtered through platform rankings and customer data shadows; a city government sets priorities, but its understanding of congestion, crime, or service use is mediated by aggregated proxies. Recognizing this triad allows us to ask better questions: which layer is acting here, which layer is being acted upon, and which humans are ultimately responsible for configuring the DP that make structural choices?

This triadic view also makes visible different types of risk and failure. HP can make bad judgments or act unjustly; DPC can be incomplete, biased, or exposed; DP can amplify biases or misinterpret patterns in dangerous ways. Treating all of this simply as “what the city does” or “how people behave” hides the specific vulnerabilities of each layer. The conclusion of this subchapter is that a meaningful City Ontology must keep HP, DPC, and DP conceptually separate, while analyzing how their interactions produce urban reality. The next subchapter shows what happens when we fail to do this and continue to rely on classical, human-centered urban theory.

3. Why Classical Urban Theory Breaks

Classical urban theory was developed for cities where HP were the only relevant subjects. In that world, “citizen,” “resident,” “worker,” or “crowd” referred to groups of embodied humans, and infrastructure was understood as a network of built objects serving those humans. Even when theory became more sophisticated and started speaking about systems, it still implicitly assumed that there was a single type of actor behind all flows and decisions: the human subject, acting individually or collectively. As long as digital traces and algorithmic systems were marginal, this simplification was tolerable. In smart cities, it becomes a source of systematic error.

Consider the notion of the citizen. Urban policy documents still talk about “citizen participation,” “citizen data,” and “citizen safety” as if they all referred to the same entity. In practice, participation involves HP who attend meetings, vote, or organize; citizen data usually refers to DPC produced by thousands or millions of individuals; citizen safety is often modeled by DP calculating risk scores or optimizing patrols. When a city celebrates “data-driven citizen safety,” it may actually be describing a configuration where HP are minimally involved, DPC are heavily exploited, and DP make structural decisions according to objectives few people understand. The language of citizenship obscures the displacement of agency.

A similar confusion surrounds the concept of public space. Traditionally, public space was defined as physically accessible places where HP could appear together, interact, and exercise rights: streets, squares, parks. Digital layers were seen, at most, as communication channels about these spaces. In a triadic city, however, public space is also a space of proxies, where DPC are constantly captured, categorized, and traded; and a space of structural interventions, where DP decide which areas are “high risk,” where to deploy services, and which spaces will be made more or less attractive through recommendations. If we cling to the old notion of public space, we may protect physical access while ignoring the ways in which proxies and personas silently restructure who feels welcome or safe.

The idea of infrastructure also suffers under classical assumptions. Traditionally, infrastructure meant roads, pipes, rails, and grids, all of which were clearly physical. Smart-city discourse adds “digital infrastructure,” but often treats it as a mere overlay: sensors on lampposts, cameras on intersections, platforms on phones. In reality, this digital layer is tightly coupled to DP that make autonomous decisions. When a platform changes its ranking algorithm, entire districts can gain or lose visibility; when a predictive policing model is updated, certain neighborhoods can experience more or less pressure. To speak of “infrastructure” without distinguishing HP, DPC, and DP is to blur the line between neutral support systems and active, decision-making structures.

A first example can clarify how misattribution arises. In a city that uses predictive policing, crime risk maps are generated by DP trained on historical DPC: arrest records, incident reports, calls for service. If these data are biased toward over-policing certain neighborhoods, the DP will mark them as high-risk, prompting more patrols and more arrests, which generate more DPC and reinforce the pattern. Classical theory might say that “these communities are more criminal” or that “the system is racist,” without distinguishing between HP decisions, DPC distortions, and DP amplification. A triadic view allows us to see that biased human practices created skewed proxies, which then feed structural decisions that appear neutral but are not.

A second example comes from platform-mediated urban life. Imagine a restaurant district whose success depends heavily on ratings and visibility in a popular app. DPC in the form of reviews and check-ins accumulate over time, and a DP ranking algorithm decides which venues to highlight. A sudden algorithm change can push some businesses into obscurity and elevate others, regardless of any real change in quality. Classical urban analysis might attribute the district’s decline to shifting consumer preferences or “market forces.” In fact, a specific DP applied to DPC has reshaped the economic geography, while HP are left to adapt to a landscape they did not vote for and may not understand.

These examples show why classical urban theory, which collapses everything into human actors and neutral infrastructure, can no longer adequately describe smart cities. By ignoring the autonomy of DPC and DP layers, it mixes technical, political, and ethical issues into a single vague category of “urban change.” It blames citizens for what structural systems do, or treats structural bias as if it were a simple sum of individual prejudices. The mini-conclusion of this subchapter is that without the triad, urban theory constantly misattributes agency, responsibility, and risk. With the triad, we can say more precisely who acts, who is acted upon, and who must be held accountable for configuring the systems that shape the city.

The triadic ontology developed in this chapter does not replace all existing urban theories, but it reframes their object. Instead of speaking only about people and things, it insists on three layers of actors: HP who live and decide, DPC that record and project their presence, and DP that structurally process proxies to steer flows and allocate resources. Recognizing these layers dissolves the illusion of a purely human-centered urban space and prepares the ground for later chapters, which will analyze how physical infrastructures, digital traces, structural optimizations, and ethical frameworks operate within this new City Ontology.

 

II. Physical Layer: Bodies, Buildings, Ground

The key task of this chapter is to restore the Physical Layer: Bodies, Buildings, Ground as the indispensable basis of the smart city. Before we can talk about data, platforms, or algorithmic optimization, we must recognize that every process in the city is anchored in bodies that move, buildings that stand or decay, and ground that carries cables, pipes, and roads. By insisting on this layer, the chapter shows that the triadic city is not a weightless network of information, but a structure that always begins from, and returns to, material conditions.

The main error we correct here is the tendency to speak about digital urbanism as if it floated above reality, “in the cloud,” detached from land, energy, and vulnerability. In such narratives, technological upgrades appear clean and abstract, while the costs in heat, noise, pollution, displacement, and physical exclusion remain invisible. This blindness creates a moral hazard: it becomes easy to celebrate smart solutions that externalize their burdens onto specific neighborhoods, bodies, and ecosystems, while presenting them as neutral efficiency gains.

Subchapter 1 develops the perspective of embodied HP, showing how human bodies inhabit the city and absorb the consequences of design and infrastructure. Subchapter 2 then turns to hard infrastructure, revealing the dense material networks that sustain digital systems and the spatial inequalities they reproduce. Subchapter 3 examines how unequal access to this physical layer translates into long-term disadvantages in the digital and structural layers, arguing that any just smart-city agenda must begin with spatial justice on the ground.

1. Embodied HP And The Grounded City

The starting point for understanding the Physical Layer: Bodies, Buildings, Ground is the simple fact that Human Personalities (HP) live the city through their bodies. An inhabitant does not experience the city as a data point or a node in a network; they experience it as a sequence of walks through crowded sidewalks, rides on congested buses, waits at unsafe intersections, and nights in overheated or underheated rooms. Every urban decision, however abstractly framed, eventually appears as a bodily sensation: fatigue, stress, relief, fear, comfort, or pain. Any ontology of the city that ignores this exposure has already distorted its object.

Unlike DPC and DP, HP are vulnerable in ways that cannot be abstracted away. Digital traces do not suffocate in polluted air, and algorithmic personas do not get injured in traffic collisions. Bodies respond to climate: heat waves, floods, storms, and cold snaps. They respond to architecture: narrow sidewalks that force unsafe proximity to cars, high-rise blocks that trap noise and smog, staircases that exclude those who cannot climb. They respond to violence and risk: lack of lighting, absence of safe routes, proximity to hazardous facilities. This vulnerability is not an incidental feature; it is the irreducible foundation of any ethical reflection on the city.

Urban optimization often claims to be neutral because it is expressed in abstract metrics: reduced travel time, increased throughput, lower average delay. But optimization that ignores where and how bodies bear the costs cannot be neutral. An algorithm that slightly improves average travel time by shifting heavy traffic past a school, or that speeds up emergency services by deprioritizing certain districts, may look efficient in aggregate yet impose concentrated risk on specific HP. The city becomes a machine that rearranges exposure rather than a space that protects it.

Recognizing embodied vulnerability also reframes what counts as “success.” A transit system that is technically efficient but physically exhausting, a housing stock that is densely packed yet acoustically unbearable, or a street network that maximizes car throughput while making walking unpleasant, all fail in ways that metrics cannot capture. To design for HP is to design for bodies that tire, age, fall ill, and seek rest and safety, not for abstract agents who can endlessly adapt.

The mini-conclusion of this subchapter is that the physical layer anchors the entire city in the irreducible fact of human bodily exposure. However complex the digital and structural layers become, they are meaningful only insofar as they shape how HP live in their own skin. This perspective sets up subchapter 2, which looks at the built and infrastructural structures that mediate between vulnerable bodies and the larger systems that claim to serve them.

2. Hard Infrastructure: Roads, Cables, Data Centers

Once we recognize that HP inhabit the city through their bodies, the next step is to examine the hard infrastructure that surrounds and supports them. Roads, bridges, sidewalks, water pipes, power lines, fiber-optic cables, mobile towers, sensor networks, server farms, and cooling systems form a dense material mesh. This mesh is not just a neutral support for digital functions; it is the very medium through which Digital Proxy Constructs (DPC) are produced and through which Digital Personas (DP) act.

What is often described as “the cloud” is, in urban reality, a set of highly specific physical sites. Data centers occupy buildings that must be connected to power grids and cooling resources; their location impacts local energy demand, noise levels, and, in some cases, water use. Antenna clusters and base stations clutter certain rooftops and masts, shaping skylines and electromagnetic environments. Underground ducts and conduits compete with sewage lines and subway tunnels for space beneath streets. Each element requires land, maintenance crews, and access routes; none of it floats above the city.

The concentration of digital infrastructure is rarely uniform. Some districts host multiple data centers because of cheap land and favorable regulations; others become dense clusters of communication towers and cable junctions because they sit at strategic crossroads. While end users see only a smooth interface and a signal icon, the underlying reality is a patchwork of burden and privilege. Communities that host heavy infrastructure may suffer from noise, heat, visual blight, or increased risk, while enjoying few of the high-value services that run through their neighborhood.

Energy grids illustrate this asymmetry clearly. The power demands of digital infrastructures can be significant, especially when combined with electric transport and dense building stock. Yet the narrative of efficiency often hides the fact that certain plants, substations, or transmission lines are placed near already marginalized areas. When blackouts occur, they rarely affect all districts equally; backup systems and redundancy are more robust where economic stakes are higher. The supposedly “immaterial” digital layer is in fact bound to contested physical networks that distribute comfort and vulnerability unevenly.

Server farms are another example. A city may market itself as a digital hub, attracting data centers with tax breaks and supportive zoning. These centers generate jobs and tax revenue, but also concentrate heat and require massive cooling, sometimes affecting local microclimates or water systems. Residents living near industrial zones where such facilities cluster may experience increased environmental stress with little say in the decision-making process. The benefits accrue to remote clients and global platforms; the costs are localized.

The mini-conclusion of this subchapter is that every digital function in the city has a physical footprint and a corresponding physical risk map. To speak of smart services without tracing their infrastructural geography is to participate in an illusion. In reality, every optimization is defined relative to particular goals, metrics, and constraints. These choices decide whose time counts, whose risk matters, and which forms of life are treated as noise. When Digital Personas (DP) are entrusted with implementing these optimizations at scale, their decisions can enforce patterns that no one explicitly voted for but that nonetheless shape who is welcome, who is delayed, and who is exposed to harm.

In this picture, the city becomes a finely tuned machine that wastes neither time nor resources.

This promise is especially attractive to public authorities facing financial constraints and political pressure. If the same infrastructure can serve more people faster, if energy can be used more intelligently, if emergency services can arrive more quickly, then optimization appears as a responsible response to economic and environmental challenges. For private actors, efficiency translates into reduced costs, increased throughput, and new business opportunities. Data-driven systems promise to eliminate guesswork and replace it with precise, adaptive control.

Yet efficiency is never a neutral good. It is always defined relative to specific goals and metrics. A transport system can aim to minimize average travel time, maximize total passenger throughput, reduce emissions, or prioritize certain modes over others. People who do not fit the dominant pattern of nine-to-five commuting are treated as noise in the system.

The city becomes a patchwork of zones that are technically open but practically unreachable for those whose proxies do not match the desired profile.

These patterns can be described as structural violence. No single actor explicitly decides to harm specific individuals. Instead, harm emerges from the way objectives, metrics, and constraints are configured. Certain HP find their choices gradually narrowed: the cost of living in particular areas rises, the travel time to essential services increases, job opportunities that require algorithmic screening never materialize, their movements are constantly flagged as anomalous. What looks like a neutral outcome of optimization is, for them, a slow form of expulsion.

Recognizing this does not mean rejecting optimization altogether. It means that cities need explicit criteria for when optimization becomes incompatible with dignity and pluralism. Such criteria might include questions like: does this system leave viable alternatives for those who cannot or choose not to conform to dominant patterns? Does it respect reasonable limits on surveillance and profiling? Does it ensure that essential services remain accessible regardless of digital score or payment capacity? Does it maintain spaces and times that are not governed by tight efficiency metrics?

Answering these questions requires bringing HP back into the loop not as data points, but as subjects of rights and participants in debate. DP can suggest configurations that achieve impressive efficiency gains, but it is up to human institutions to decide whether those gains justify the associated concentration of cost and constraint. Structural violence begins when that decision is silently delegated to the objectives and metrics embedded in DP, without public discussion.

Acknowledging the inevitability of glitches is crucial for designing resilient governance. This includes channels through which HP can contest outcomes, audits that examine how models behave across different groups and spaces, and institutional readiness to suspend or reconfigure DP when systematic misreadings are detected. Without such mechanisms, glitches accumulate into new forms of structural violence, justified by the aura of technical authority.

Recognizing these dynamics does not require abandoning smart systems; it requires naming their limits, designing criteria for when optimization must yield to dignity and pluralism, and building institutions where the structural power of DP remains accountable to the embodied lives of HP.

 

VI. Energy, Material Cost, And Ecological Footprint

At the DPC layer, sustainability requires attention to data practices themselves. Collecting, storing, and processing enormous volumes of data has a material cost. Not every metric needs to be captured at high resolution; not every behavior must be tracked continuously. Minimizing unnecessary data collection, compressing storage, and limiting retention times are not only privacy measures; they are also ecological measures that reduce computational demand. A city that demands exhaustive DPC for every activity may be building a surveillance infrastructure that is both ethically and ecologically unsustainable.

At the DP layer, sustainability implies design principles that cap computational intensity and align optimization goals with long-term planetary health. Instead of always choosing the most complex models or constantly expanding real-time analytics, cities can prioritize low-energy solutions, approximate models that are “good enough,” and hybrid systems that combine DP with simpler rules and human judgment. The question shifts from “what is the maximum intelligence we can deploy?” to “what is the minimum structural intelligence needed to meet human and ecological needs within safe limits?”

Two brief examples illustrate this shift. In mobility, a city might be tempted to deploy a highly complex, real-time DP that continuously optimizes routes for every vehicle, demanding massive computation and constant data streams. A more sustainable approach could be to redesign street layouts, invest in fixed high-capacity transit, and use simpler DP to adjust only a small set of critical parameters. The result may be slightly less fine-grained optimization, but far lower computational and ecological cost.

A more sustainable design could rely on passive measures such as insulation, shading, and natural ventilation, supplemented by modest DP-based controls for a few key variables. Again, the guiding question is not “how much more can we optimize?” but “how much optimization is truly necessary once the physical envelope is well designed?”

VII. Urban Ethics And Governance In Three Ontologies

The task of this chapter is to define Urban Ethics And Governance In Three Ontologies: how decisions should be made and who is responsible for them when HP, DPC, and DP coexist as distinct layers of the city. In a tri-layer city, it is tempting to treat algorithmic systems as new moral subjects or, conversely, as neutral tools that absolve human actors of blame. Here I argue that both temptations are wrong: Digital Personas (DP) have structural power but no moral status, while Human Personalities (HP) remain the only bearers of rights, duties, and accountability.

The central error we correct is twofold. The first illusion imagines DP as quasi-persons capable of being fair, biased, ethical, or criminal in their own right, as if ethics could be delegated to models. The second illusion imagines that HP can hide behind algorithmic outputs and say “the system decided,” as if models emerged without designers, operators, or regulators. Both illusions dissolve the chain of responsibility and open space for unaccountable power: harms appear as unfortunate side effects of “what the data show,” rather than as outcomes of human choices about objectives, metrics, and constraints.

Subchapter 1 anchors responsibility explicitly in HP, insisting that no matter how powerful DP become, only humans can be subjects of rights, duties, and sanctions. Subchapter 2 proposes new rights suited to a city saturated with DPC and governed by DP: rights to opacity, slowness, and non-optimization that protect forms of life that resist full modeling. Subchapter 3 offers design and governance principles for a triadic city, suggesting institutions and processes that allow HP to question DP models, constrain DPC exploitation, and evaluate structural effects on vulnerable groups.

1. Responsibility Anchored In HP

A city authority might say that a predictive model over-policed certain communities, as if the model acted independently, thereby obscuring the fact that someone selected training data, chose thresholds, and approved deployment. A platform might explain biased recommendations as “model behavior” rather than as the result of metrics and incentives set by executives. In both cases, responsibility dissolves into a technical fog.

An ethics adequate to the tri-layer city requires clear chains of accountability that link every DP action back to specific HP roles. For each critical system, it should be possible to answer: who commissioned this model, who designed and trained it, who approved its use, who supervises its operation, and who has the power to modify or shut it down? These are not purely legal questions; they are moral questions about who must answer for harm, who must explain their decisions, and who must compensate those affected.

This anchoring does not diminish the need for technical expertise; on the contrary, it clarifies roles. Engineers are responsible for the integrity of implementation and for warning about limitations. Managers and officials are responsible for aligning system goals with public values. Regulators are responsible for setting boundaries and enforcing them. When harm occurs, investigation should trace through these roles, not stop at the model’s behavior. Responsibility is not an abstract property of “the city”; it is a chain of HP whose decisions made certain DP configurations possible.

In a deeply datafied city, HP also need protection against being fully modeled, forced into optimized rhythms, or denied services because they do not conform to algorithmic expectations.

The first emerging right is the right to opacity. In a tri-layer city, every movement, transaction, and interaction can be turned into DPC and fed into DP. Without limits, HP risk becoming fully legible objects in a continuous behavioral grid: every pattern scored, every deviation flagged, every statistical correlation turned into a prediction. The right to opacity asserts that HP are entitled not to be fully modeled, not to have every dimension of their lives quantified and optimized. It justifies limits on data collection, aggregation, and inference, even when these could technically improve predictions.

The second emerging right is the right to slowness. DP tend to optimize for speed and throughput: faster flows, shorter waiting times, real-time responses. While these are often beneficial, an entirely speed-optimized city can be hostile to slower forms of life: the elderly, children, those with disabilities, those who choose to move at a different pace. Slowness here is not inefficiency but a mode of existence. The right to slowness supports infrastructures that tolerate delays, allow loitering, preserve spaces where lingering is not suspicious and where not everything is accelerated to the maximum.

The third emerging right is the right to non-optimization. This is the right to access essential services and spaces without being forced into data compliance or behavioral conformity. It means being able to use public transport without constant tracking, to enter public buildings without profiling, to receive health or social services without surrendering full digital visibility. Non-optimization does not mean chaos; it means that some domains are deliberately insulated from DP-driven scoring, ranking, and exclusion, even if that insulation reduces efficiency.

These rights aim to protect forms of life that cannot be easily quantified or predicted. Artistic experimentation, political dissent, informal care networks, and fragile communities often depend on ambiguity, unpredictability, and the ability to slip through grids of measurement. If every action is captured as DPC and interpreted by DP, these forms of life can be misread as anomalies, risks, or inefficiencies, and gradually suppressed through well-intentioned optimization.

Legally and institutionally, recognizing such rights would require changes in how we design systems and regulations. The right to opacity would translate into strict limits on cross-dataset linkage, inference from unrelated data, and indefinite retention. The right to slowness would support design standards that favor walkability, excessive safety margins, and public spaces without tight turnover expectations. The right to non-optimization would require zones of service provision where identification and behavioral scoring are minimized by design: low-data public services, anonymous access points, and infrastructures that prioritize universal inclusion over fine-grained targeting.

The mini-conclusion of this subchapter is that ethics of the triadic city is not only about safety or avoiding harm; it is also about preserving non-optimized existence. HP need rights that allow them to remain partially opaque, to live at non-dominant speeds, and to access essential services without becoming fully integrated into DP optimization loops. With these rights in view, subchapter 3 can turn to the question of how to design cities and institutions for deliberate coexistence of HP, DPC, and DP.

3. Designing Cities For Coexistence Of HP, DPC, And DP

If responsibility is anchored in HP and new rights are recognized, Urban Ethics And Governance In Three Ontologies must finally address design: how to build cities and institutions that openly acknowledge all three ontologies and keep them in coherent relation. The goal is not to eliminate DP or DPC, but to integrate them into an architecture where human accountability, protective rights, and structural intelligence can coexist without the latter consuming the former.

A first principle is participatory oversight of DP. Cities should establish processes where HP can question models that affect them, not only through individual appeals but through collective scrutiny. This might take the form of citizen panels, independent review boards, or public hearings dedicated to specific systems such as predictive policing, welfare allocation, or mobility optimization. Crucially, participation must have teeth: the ability to demand changes, impose constraints, or even suspend systems when structural harms are demonstrated.

A second principle is transparent and constrained DPC practice. Governance cannot treat data as a neutral raw material for optimization. Clear policies should specify what data can be collected, for what purposes, how long they may be retained, and with whom they can be shared. These policies must be understandable to non-specialists and enforceable through audits and sanctions. For example, a city might prohibit using mobility data collected for transport planning in law-enforcement contexts, or limit the granularity of location data used for commercial profiling.

A third principle is structural impact assessment focused on vulnerable groups. Before deploying major DP systems, cities can require an assessment of how they are likely to affect different HP: low-income residents, migrants, minorities, people with disabilities, and others. Unlike generic risk assessments, these should explicitly consider the triadic structure: how DPC represent or misrepresent these groups, how DP algorithms will act upon those representations, and how the physical layer (infrastructure, services) will change as a result. Such assessments should be public and open to challenge.

A brief example clarifies these principles. Suppose a city plans to introduce a DP-based system to prioritize housing inspections, using DPC such as complaint histories, payment records, and neighborhood indices. A triadic governance approach would first anchor responsibility in HP: identify which department and officials are accountable for the system’s behavior. Then it would apply new rights: ensure that tenants are not fully profiled beyond what is necessary, and that some inspections remain random to protect those with thin or misleading DPC. Finally, it would design for coexistence: involve tenant organizations in reviewing the model, enforce strict limits on how data can be repurposed, and conduct impact assessments to see whether the system unfairly targets or neglects certain groups.

Another example involves a mobility platform operating in the city. Triadic governance would require clear contracts defining how DPC from users can be used, limiting secondary exploitation and ensuring that refusal to share certain data does not completely exclude HP from mobility options. It would also subject DP route and pricing algorithms to review for structural biases: are certain neighborhoods routinely bypassed or burdened? Are low-income users pushed into less safe or more time-consuming routes? Participatory mechanisms would allow residents of affected areas to raise such concerns and demand adjustments.

Institutions must be configured to hold this architecture over time. This may mean creating dedicated offices or councils for algorithmic accountability, embedding triadic thinking into procurement processes, and training public servants to understand HP–DPC–DP interactions. It may also require legal reforms that recognize new rights and specify obligations for both public entities and private platforms operating critical urban infrastructures. The aim is to move from ad hoc, crisis-driven responses to a stable framework where coexistence is designed, not accidental.

It does not present the HP–DPC–DP triad as a final metaphysical truth, only as a workable ontology for understanding the current phase of urban transformation. The text also does not offer a universal blueprint for the one “correct” city; instead, it provides a conceptual grammar for describing and judging different configurations. Any reading that turns this framework into either a technophobic rejection of smart systems or a technophilic justification for unlimited optimization misinterprets its intent.

Practically, the article proposes new norms of reading and writing the city. To read the city now means asking, for every pattern: which layer am I seeing, and which layers are hidden? When faced with claims that “data show” or “the algorithm decided,” the appropriate response is to inquire about the DPC basis and the DP objective functions, and then trace them back to human choices. To write about cities now means refusing generic references to “AI,” “the platform,” or “the user” in favor of precise distinctions between HP, their proxies, and the structural systems acting on them.

For designers, planners, and policymakers, the text suggests concrete habits. Treat every major DP as a proposal, not a decree, and subject it to public interrogation. Design DPC practices with scarcity, not abundance, in mind: collect less, retain less, link less, and justify every additional layer of modeling. Build physical and institutional redundancies that may look inefficient to a DP but are essential for resilience and dignity. Above all, embed ecological budgets into the design of digital systems, so that computational intensity is capped by planetary, not merely financial, constraints.

In the end, the HP–DPC–DP ontology turns the city into a philosophical test of whether postsubjective intelligence can coexist with human dignity and planetary limits. A city is no longer just the place where humans live among machines; it is the configuration where HP, DPC, and DP must learn to share one world. A smart city becomes a just city only when structural intelligence accepts that its power is bounded by the vulnerability of bodies and the finitude of the Earth.
